If Prez Joe dies (or steps down), Pelosi will become Vice Prez until the next election. US Senators and especially the Speaker of the House have a duty of foreign relations. The visit to Malaysia is a bit different (no US military there), but if they invite her, fine. There is a US Coast Guard based in Singapore, so Ms. Bases can only be set up by mutual agreement.
